Not every complaint belongs in the same place. Depending on what happened, your matter may be better addressed through a specific complaints process, ombudsman, regulator or authority.
Financial Ombudsman Services (FOS)
What it is: Independent, impartial and free dispute resolution for individuals and small businesses with unresolved complaints against participating financial service providers.
When it may apply: Loan and credit disputes, bank charges, mobile-money issues, unauthorised deductions, delayed or denied transactions and other financial-service disputes within its remit.
What DebtFree does:

Uganda Microfinance Regulatory Authority (UMRA)
What it is: The government regulator for Tier 4 microfinance institutions, money lenders, digital lenders and certain financial-service providers in Uganda.
When it may apply: Digital lending apps, money lenders, microfinance institutions within UMRA's mandate, unethical or deceptive collection practices, misleading representations about loans or rates, abusive collection conduct and licensing concerns.

Bank of Uganda — Consumer Protection
What it is: Bank of Uganda supervises banks and certain regulated financial institutions, with a consumer-protection framework covering fair treatment, transparency and customer rights.
When it may apply: Complaints against banks and regulated institutions, fair treatment and transparency concerns, and responsible lending or collection practices within its mandate.

Personal Data Protection Office (PDPO)
What it is: PDPO enforces Uganda's Data Protection and Privacy Act, which protects your personal information from misuse, unauthorised processing and inappropriate disclosure.
When it may apply: Misuse of your NIN, disclosure of financial information without consent, unauthorised use of your contact list, sharing debt information with relatives or colleagues, and other data-protection concerns.

Uganda Communications Commission (UCC)
What it is: UCC regulates telecommunications, including mobile services and certain mobile-money platforms.
When it may apply: Persistent or unsolicited calls and SMS from collection agents, telecommunications-related harassment, certain mobile-money complaints and intrusion via communications services.
What DebtFree does:

When legal intervention is required
Some matters move beyond complaint, dispute resolution and regulatory escalation — alleged fraud or forgery, threats of violence or extortion, potential criminal conduct, court proceedings requiring defence, complex commercial disputes or formal representation.
We help identify when legal intervention is needed and facilitate referral to an appropriately qualified advocate or legal practitioner. We do not provide legal advice, represent you before courts, or make legal determinations.
